Visiting Nurse Association
The health of a community depends upon its ability to work toward common health goals and upon adequate distribution of health resources to all of its members. Since 1910, the Visiting Nurse Association (VNA) has worked collaboratively with Dubuque's private and public sectors, to reduce the spread of infectious disease, see that infants and children are properly immunized, educate people regarding healthy lifestyles, promote oral health, provide supportive services to elderly in their homes, offer parenting support, and so much more. Since 1997, the VNA has provided Public Health in Clayton County through the Elkader VNA office.
Over the years, the services offered by the Visiting Nurse Association have changed concurrently with the changing needs of the community and our service area has grown. The VNA of Dubuque currently has offices in Dubuque and Elkader, Iowa and collaborates with agencies in Allamakee, Delaware, and other northeast Iowa counties to serve their residents.

Dubuque County VNA Services
Services for Children
Hawki offers free or low-cost health care coverage through the state CHIP program designed for children ages 1-19 to ensure access to medical and dental care. Many families are unaware that Hawki exists, but they may qualify for coverage. The VNA's goal is to give every child in this community access to health care. Presumptive eligibility is offered for children needing health or dental coverage through either Medicaid or Hawki.

Services for Adults
Supportive services, including assistance with personal cares and homemaking for low income elderly and chronically ill clients in their homes. Services are available on a sliding fee scale for those earning above low income guidelines or through the Dubuque County Public Health Services grant for those who qualify.
The VNA received a grant from the Dubuque Racing Association for the purchase of Tyvek suits to protect clients and staff from the spread of bed bugs in their home care programs.
Services for Families
The purpose of the Women, Infants, Children (WIC) Program is to ensure women and children under five years of age maintain a healthy and strong lifestyle. Through this program, WIC can provide nutrition education, breastfeeding support, nutritious foods loaded to an eWIC card, and referrals to other services.
Individuals must qualify for the WIC program by meeting select criteria based upon being pregnant/postpartum/breastfeeding/have children under age 5, address, gross household income, and insurance coverage. Services for Adults
- Home Care Aide and Homemaker Service - Supportive Services, including assistance with personal cares and homemaking to low income elderly and dependent clients in their homes.
- Adult Health Maintenance - Nursing care for medically needy individuals with stable chronic conditions who are no longer eligible for Medicare home care coverage but can be maintained at home with intermittent nursing visits.
- Foot Care Clinics - Nurses provide basic nail care, health assessments, teaching and referrals for seniors who need assistance with foot care.

VNA Junior Board
The VNA Junior Board (originally known as the Junior Auxiliary) was established in 1932 to provide various volunteer services and later transportation to nurses and fundraising. Today this group continues to be active in providing supplies for Dubuque VNA clients, volunteer service hours for clients, and fundraising for Dubuque VNA programs, including the School-Based Sealant Program held at local elementary and middle schools. Its members continue to give generously of their time and talents in countless ways. They assist clients with grocery shopping, visit home bound patients, assist with a young parents' support group, and provide support at child vaccine immunization clinic
